Abstract

Improvement of electric power quality in power grids requires the introduction of monitoring and control systems. The interaction principles of electric power industry depend from the monitoring reliability system of power grids and power quality. There were determined the directions of the development of information-technological monitoring system of electric power quality. The sources of interference are on the side of consumers and in the power grids. According to this, the responsibility for the assurance of electric power quality (EPQ) can be determined on the basis of the continuous monitoring results. The control of the power grids should be directed to the interaction of electric power industry subjects, where the required reliability power supply indices and EPQ indices are provided. Such approach supposes the transition to the consumer-oriented system of power supply, i. e. the assurance of service quality, including the reliability of power supply. According to this approach, the consumers will be supplied with the required information. The consumers are active members of the technological process of output, transfer and distribution of power. Their interest in the process is the area of technical and economical factors of the power grids control. The monitoring system should serve as the foundation of the EPQ assurance. The monitoring allows to make the statistic database of the previous measurements. The database makes it possible to do the following operations:
-forecasting of the processes in power grids;
-determination of the expected levels of the reliability of power supply and EPQ to decrease the risk of losses of supplier or consumer.
There are considered the following development directions of the informational and technological monitoring system:
-the development of software complexes for accumulation and processing of statistical information on the quality and reliability of power supply, which makes it possible to solve the problems, connected with the ensuring of contractual requirements and consumers` information supplement;
-the development of the guidance and regulatory requirements, devoted to the determination of the causes of EPQ deterioration and location of the places in power grids with lower quality;
-the development of the evaluation methods of additional power losses and emergence risks of technical and technological damages, which appear during the operation of equipment and work of power consumers producing distortions.
This research work was held with the financial support of the Ministry of Education and Science of Russian Federation, within the project No. 2010-218-01-001 “Creation of complex innovation environmentally safe technology of extraction and processing of diamondiferous ores in the Far North”, which is being held with the participation of North-Eastern Federal University named after M. K. Ammosov and “ALROSA” JSC.
