Abstract

The light is thrown on the subject-matter of organizational structure, aims, problems and initial stages of functioning the project of technical platform “Solid mineral resources”, founded on the initiative of leading mine institutes of the Russian Academy of sciences as an instrument of private-state partnership in the field of innovational development of the country’s mining-metallurgical complex. The activities of the RAS Ural branch in the field of development and innovational technologies design is dealt with as an example. Home and world trends of industry development are indicative of the fact that by the present moment crisis phenomena have been basically overcome. In particular, according to experts’ prognosis, the increase of the demand for mineral raw materials is expected up to 50% annually that will determine the deficiency of mineral raw materials supply in the world market together with prices growth and other economic aftereffects. At the same time the problems of Russian mining industry, as the basis of the country’s economy, remain, as in former times, significant. The following problems are among them: reducing investments in geodetic-surveying works by many mining companies and, as a consequence, mineral raw material base exhaustion; deterioration of mineral raw material quality and the content of valuable components in the deposits; acute shortage of manganese, chromite, zirconium, titanium ores, high-quality bauxites, brimstone, porcelain clay and bentonite, barium, etc.; high running expenses conditioned by technical, technologic and organizational standard of most of the mining and processing companies that is lagging behind the world one; this keeps back mining the developed deposits at considerable depths as well as intensive development of northern and difficult-accessed territories, where the explored and prospected mineral raw material base (MRMB) is disposed. These problems have become the grounds for formulation the technologic platform “Solid mineral resources” (TP SMR) as an instrument of state innovational policy of functioning private-state partnership machinery aimed at speedy investigations progress and realization the designs within the bounds of individual sectors of the country’s mineral raw material complex.

The article is made ready on the results of investigations performed within the framework of the UB RAS inter-disciplinary project No. 12-M-23457-2041 “Earth mineral resources development: the prospects of expansion and all-round mineral raw material base development of the Urals mining-metallurgical complex”.
