Abstract

The paper reports the results of the research into financial system of a region possessing mineral reserves and specializing in mining. The research aimed at evaluating the effect of a mining company economy on the resource-supported region budget (in terms of ALROSA). The subject of the research was the procedure for evaluating the large mining company influence on the budget of the Republic of Sakha (Yakutia). The hypothesis on the essential budgetforming role of ALROSA in the structure of economy and finance of the region was put forward as a result of the accomplished research. For regions with the dominant effect exerted by the mineral and raw materials sector on the social and economic development, in terms of ALROSA and Yakutia, the authors have developed and proposed the evaluation procedure for the dependency relation between the budget income and the mining company business activity. The research (economical-mathematical analysis) was based on statistical data collected from 2004 through 2013, including basic parameters of Yakutia budget and ALROSA performance, toward the following tasks: analysis of the income dynamics by profit taxes and graduated personal taxes in Yakutia in a coordinated fashion with the profit (before taxation) and salary fund of ALROSA; extremal analysis of data for functional description of the analyzed dependency relationship; structural description of the model of influence exerted by various factor on Yakutia budget revenue from taxes; factor analysis using multiregression and functional description of the model of the dependency relationship between Yakutia budget revenue from taxes and ALROSA salary fund income. The evaluation, forecasting and medium-term planning of Yakutia budget income used mathematical modeling and standard procedures of correlation-regression analysis. Based on the research results, the authors develop the two-factor model for structural description of the dependency relationship between the tax revenue of Yakutia budget (before taxation) and ALROSA salary fund. The developed procedure is recommended for evaluation of the effect of a mining company business performance on the social-economical development and income in budget of regions possessing mineral reserves.
