This tutorial reveals the role and the place of innovations of the social development on the example of the nuclear branch; goals and objectives of Russian innovative policy. There are considered the instruments of the innovative sphere state regulation, there is given the economic evaluation of the process of formation and results of the innovative policy. There is discribed the basis of the development strategy of nuclear fuel cycles, including the innovative, as an example of the area of investment and innovative activity. There are set forth the priority directions in the sphere of the modernization and technological development of Russian economy, in which, the nuclear technologies occupy the rightful place. There are presented the basic elements of Russian national innovative system organizational structure. There is paid an attention to the government programs in this area. There is led an information about the works on the innovative development of the nuclear branch. A prominent place is given to the basic aspects of the training in the innovative economy. In the following works,there is planned to describe in details, the innovative approaches to the realization of the Federal Target Program «Nuclear power technologies of new generation for period of 2010 to 2015 and for prospect till 2020». This program is approved by the Decree of the Government of the Russian Federation dated 3 february 2010, No.50, as well as it will be realised the system approach to the consideration of all aspects of the innovative development of nuclear energy and the accompanying production of the nuclear fuel cycle.
