Mining branch of industry producing construction materials is the largest in Russia and in the world, covering the half of all hard minerals extracted. The industry uses over 70% of minerals for production of nonmetallic construction materials (NCM) — break-stone, sand-gravel aggregate and sand. Russia is provided with the principal kinds of minerals to produce materials for construction. The key consumers of NCM are concrete producers and motor road constructors. The size of consumption ranges between 40 and 60% depending on financing of construction projects. Recession or upswing of large-scale demand for NCM enforces prompt diversification in the production, modification of processing lines and complimentary investment. Therefore, the long-term production forecasting is required as it is in many countries of the world. At the same time, an important objective of national economy is reduction in consumption of minerals and raw materials for production of NCM. The most promising direction toward mitigation of ecological impact and shortcut of mineral extraction is the use of secondary raw materials. Implementation of this trend requires the regulatory and legal framework to be improved and the economic and moral incentives to be offered.
