In the current global conjecture production and consumption of rare earth metals (REM), Russia will have a beautiful and unique opportunities. To revive domestic production of rare-earth should be resolved in a short time, the issues of priority primary sources and the creation of dividing power. As a promising priority sources that can not only restore but also to ensure sustainable development for the foreseeable 40–50 years in a tough global competition and growth, we consider three objects — sources of REM: Lovozero loparite-eudialyte ore, rich in content and in the super volume of ore deposits Tomtorskoe, as well as technological rare metal resources associated with processing Khibina apatite mineral fertilizer by two methods (sulfuric acid and nitric acid). In all the three resources in the ores in industrial amounts of the scarce and expensive metals ittrovoy group, associated rare metal (Nb, Ta, Zr, Hf, Sr, etc.), and the Tomtor — a rare scandium, which are virtually absent in the known ore abroad. Application of rare earth and rare metals will produce a high-tech. high technology products, to raise the level of various sectors to the world and to compete successfully with foreign producers on domestic and foreign markets.
