Abstract

This article considers the fact, that with increasing of lowqualified workers' salary, it is necessary to save the differentiation in labour remuneration, which promotes the interest of personnel in improvement of professional skills and labour productivity. Labour legislation provided the assumption of employer to guarantee the identical payment for the equal value labour in the scale of branch. According to the authors` opinion, this assumption should be taken into account with establishment of minimal salary on various enterprises. There was given the critical assessment of the position of Ministry of Labor and Social Protection of Russian Federation on increasing the tax take on labor renumeration. The necessity of improvement of the costs management was argued along with the necessity of intensification of personnel encouragement in the production efficiency increasing, by realization of investment programs on modernization of workplaces. Companies need the profit to realize the projects of creation of new workplaces and social programs. In spite of recovery of Russian economy from the recession, to the end of 2012, the relation of the size of bank credits to non-financial companies to the Gross Domestic Product did not increase. This relation has been in the period of stagnation since 2009, on the level of 30%. Implementation of social responsibility requirements of all sides of social partnership is especially necessary during the period of decreasing of demand and prices on production. During the same period, it is impossible to reach the required level of interrelations, if employees and labour unions do not understand the justice in organization of salary and its dependence from the labour productivity. According to the authors` opinion, it is necessary to realize the principles of efficient social partnership on the enterprises, which economy requires the urgent “treatment”. “Consilium” of representatives of the country, employer and labour union of these enterprises should define the responsibilities of each part, without the transformation of business into the “enemy of the people”.
